Can a hacker remotely video me?

I saw this same question answered in 2017, now in 2024 I’m asking again. I received an email from someone requesting money, saying that they remotely recorded me and plan to send out an inappropriate video to all of my contacts if I don’t send them bitcoin. They had my name email and phone number but blocked out the middle 3 digits of my phone number. Is this a real threat? I’m on the verge of either sending money requested to stop it from happening and/or resetting my phone.
