Downloads appear as empty folders with no content

I am having an issue where when downloading items or installers for apps in OSX Ventura that they download to the downloads folder but when opening the containing folder there is nothing inside. The folder shows as zero items and zero size, but when dragging the downloader folder out of the downloads folder to the desktop the folder now shows the app or pkg correctly contained within it. I am sure there is a simple answer but I can't find anything so any help would be greatly appreciated.

Weird. Maybe Finder is slow to update the info? Downloaded with Safari, right? Chrome recently had invisible file download issue in Sonoma. Try to change the Safari setting file download location to the Desktop -- does it work then? Does a detour to safe-boot fix it? Remove all 3rd party virus apps (Avast, AVG, Bitdefender, Intego, MacAfee, Norton, ESET NOD32, Trusteer etc) and 3rd party "cleaning", "optimizing", "speed-up" apps (CleanMyMac, MacKeeper etc). They produce only this kind of obscure errors.
