Error occurs when trying to Set-up family sharing on my son's Apple Watch

I purchased an Apple Watch SE (2nd gen) for my 11 year old son. He does not have an Iphone of his own, so i am trying to set the watch up on family sharing. When following the steps, I keep getting an error message when I try to log on with his user name and password. The error I keep getting is "Could Not Sign In" The operation couldnt be completed. (CDPStateError error -2).

I have tried troubleshooted the issue by downloading the latest software update to the Watch. I have tried turning location services off on Watch and turning Wifi off on my phone during the set up process. These are remedies that others mentioned had helped them but nothing is working for me.

It appears this has been an issue with the Watch for a few months for Apple watch purchasers wanting to do the family set up.

Has Apple or anyone found any real solutions? Thank you,

Wi-Fi has to be enabled to set up the watch for the Family member.

Thank you for the reply. I already had my son added as a Apple family member (it is an outlook email address). I may try setting up a new account for him using an icloud address.

As far as VPN or firewall on the Wi-fi, I'm not even sure, but I did try setting up the watch with my wifi turned off and got the same result.

As far as the carrier (verizon), i did not get to that step in the setup process to add cellular service to the watch.

thanks again.

I had to get Apple support to help me. Honestly I can’t remember now exactly how they fixed it. There was multiple issues, the last being that when I would text the watch, it would not light up or buzz although the text was going through. To fix that, they went to Settings, iMessages, and unchecked that I wanted to send and receive messages with my son’s ID.
