Some iCloud Data isn't Syncing

Got an alert that some iCloud data isn't syncing. "This iPhone isn't synching your end-to-end encrypted data across all of your devices. It included saved passwords and data from e Health and Maps. Verify your account information to resume syncing." It has the option to "Resum Data Sync." It then has be log in. When I do, it tells me to "Approve This iPhone. Go to one of your other devices signed in to ICloud to approve this iPhone." But none of my other devices (I have a watch and log into the cloud on my PC) gives me an opportunity to approve anything, so the phone just sits there spinning with "Waiting for approval..." underneath the spinning.
