I'm unable to setup Apple ID for my kid's new iPhone “Set restrictions"

I’m trying to set up a new phone for my child. I have added it to my family using my Apple ID. It’s asking me to set restrictions on his phone for certain content but it won’t let me go beyond this page no matter what I do. I have turned off the phone and restarted but when I get to this section and click “set restrictions” it won’t move on.

In the end I had to contact apple support online and he couldn’t fix it so he gave me a number to ring. The guy I spoke with was very nice and very helpful. I shared the screen on my phone and put the camera on so he could see my son’s phone. What we did in the end was restart the phone by clicking volume up once and then volume down and the power button and hold those buttons until the Apple logo comes up. I then started to set up the phone but “for myself” instead of “for a family member” I had already set up and Apple ID for my son before the phone froze so when I went into the settings his details were actually there already. The guy in support was even confused about this and said he would have to tell his team as he had never seen it before. The best thing is to go through the Apple support chat if this doesn’t work for you.
