I recently purchased additional iCloud Storage so my wife could back up her iphone to my Account.
I successfully shared the Storage and she successfully accepted my invitation. She backed up photos, messages, etc to her private area in my Shared Storage. Can she (and if she can, How can she) access her backed-up photos and content from her phone or a PC? Thank you

The only thing she can do with an iCloud Backup is use it to do a full restore of an iPad or iPhone or to setup a new iPad or iPhone. There isn't an option to view the contents of an iCloud Backup.
However if she synced her photos with iCloud via iCloud Photos, she can use any internet browser and log into www.icloud.com and view the photos there.
Also, if she turns on iCloud Photos on another device such as her phone, the photos from both devices will sync with iCloud and with each other. See: Set up and use iCloud Photos - Apple Support
