Notes app not showing toolbar

Suddenly I have no toolbar in the notes app. I used to be able to make bullet points and tables in notes. It was nice to make a to do list with bullet points.

i have looked at posts with this issue and the solutions offered like restarting phone. Restarting notes app. Selecting iCloud in settings. Selecting “on my phone account” in settings. Holding the phone in landscape etc. nothing works.

Any solutions?
