OLD iPHONE not syncing photo. Exclamation mark error

Hi, I use and iPhone 5 to check my phones on my icloud. I have an ipad and an iPhone 13 and I can see all phone with no issues there.

Just wondering why my iPhone 5 is having the exclamation mark on photos. Videos are blank but still play.

any workaround?
