My App Store is GONE. I’ve tried messing around with parental controls, screen time, and looking in the App Library, but the app simply disappeared. For a separate reason, I have transferred devices and noticed that the App Store is even gone on my new phone. I really need help.

Check Settings ➜ Screen Time ➜ Content and Privacy Restrictions ➜ iTunes & App Store Purchases ➜ Installing Apps and make sure its set to "Allow".
If you have a corporate or school Exchange Email account, it may restrict the App store. You would need to contact the office or school IT department if that is the case.

The iTunes Store is still available to download from the App Store if you wish.

The App Store cannot be deleted or uninstalled.
It can be restricted, moved or even hidden, how to find it will depend on what was done.
If it does not appear in the App Library after a search, then it may be restricted or hidden.
If you set up your new iPhones from a backup of the old ones, then its likely whatever is restricting or hiding the app is saved in the backup, this would normally point to restrictions or a profile limiting it.
Since we don't know exactly what happened, we can't offer any specific advice on how to find it.
You really need to go through all the suggestions in this thread and also look in any hidden screens or folders you may have.

It is set to allow and I do not have an exchange email.
That happened to me b4 and I thought I was banned for a hot minute but then my mom messed around with the parental controls and it fixed it
I’ve tried all these things and restarted my phone multiple times, but the app is still missing.
Update: it randomly appeared a couple days ago without me even trying that day. Thanks to everyone who helped!

Didn't work but even if it did, it would defeat the purpose of having parental controls if I have to switch them off...This sucks
