App restrictions not working on all apps

I’ve followed all the instructions for how to make sure all restrictions are working properly on my kids phone but none have worked. 90% of the apps are properly grayed out once it hits 10pm but a handful of apps like YouTube, ESPN and brawl stars are still available. Ive checked the alllowed apps screen in settings and they are not allowed. I’ve restarted his phone several times. I’ve changed the passcode and none of it works. Please help.
