Resetting iPod - can't get past 'Software update required'

I am resetting an iPod to give to my dad. I enter his Apple ID and p/w (ie immediately after the reset) and it says 'Software update required - update this iPod to the latest version of iOS to sign in. You can do this in Settings after setting up this iPod'. But when I click OK it just takes me back to Apple ID / pw screen.

So I reset it again and paired it with my own Apple ID as I could do the automatic transfer as I have my phone with me. Then I was able to do the software update. Then I wiped it again and tried to reset with my dad's details but it's still saying it needs the software update. (my dad is in a different city so I have to do manual transfer as I can't put his phone next to the iPod).

( I don't know what kind of iPod it is, but it's def. not an iPod touch)

I think the first thing you need to do is correctly identify which model of iPod it is because unless my memory is failing me (always a possibility), the only iPod to use iOS is the iPod Touch. Other models of iPod are probably already using the latest software (not actually iOS) so unlikely to require an update. See Identify your iPod model - Apple Support.

I'm not sure where you're seeing the Apple ID but even on an iPod Touch you don't "need" to enter an Apple ID. Is there a Skip button, perhaps found by scrolling down the page? Older models of iPod Touch cannot access the online store, many of the apps of even use the browser, so definitely do not need to sign into anything. But what you can do is add music to it via iTunes (on a Windows PC or older Mac), the iTunes replacement app on Windows or via Finder on newer Macs.

It should also be possible to connect the iPod to iTunes in order to help set it up or restore it.
