I have 5GB iCloud storage that is almost full. What are my options to avoid losing photos?

only 5 gb of iCloud and i have almost no option I have lots of important photos and they still uploading and every time I get a new device 1 day says iCloud full and if I turn of iCloud Photos, I am at high risk of losing photos and lots of them too how can I fix this safely with no risk of losing anything or getting iCloud plus?
