So my ex had this phone and she added her own Apple ID to it. When we ended the relationship I got the phone back and she changed her password to her iCloud account. I can not update tiktok without her password and I would like to get rid of her old account off of my phone so I can update apps

She will need to remove the device from her account or log out of the device and turn Find My off on using her password. Without either of those you are stuck proving that the device is actually yours. You will need to provide the original purchase receipt from Apple or Authorized Apple seller and use this link to remove the Activation Lock. A receipt from any other third party will not be accepted.
Delete and redownload the applications you're trying to update. This is a separate issue from the activation lock; her Apple ID is stored inside them and will remain there after removing Find My from the unit.

The Mastercard set up on this phone is my dad’s. I can probably get him to look for an online recipt. I can not find any way of removing her account off of my phone as there isn’t an option but thank you for your time.

If your Apple ID is signed in, then Niel is correct, and you will need to delete any apps she had downloaded with her Apple ID. You can download those same apps again with your Apple ID, but you will not be able to update any of her apps.
It now wont let me download it back.
