I just upgraded to the iPhone 15 from an iPhone SE 2nd generation due to my SE becoming so damaged that the screen no longer worked. I had a full iCloud on my old phone with tons of data not backed up. I transferred all of the backed data to the new phone but that was a very small portion of my data. I don’t have access to the old phone but was wondering if I could get all this data to the new phone.

No, since you had a full icloud, not sure why you didn't buy more icloud storage so you can either sync or backup to the cloud.
Is it too late to purchase it? If I were to buy more storage would the extra data become backed up?

Yes it WAY too late, can't backup a phone with a broken screen.
