Apple News Restrictions

I have got the apple one subscription and it has synced between devices.

On my iPhone I cannot open the news app nor find it in the App Library. I have to spotlight search to find it and then I get an error saying restrictions are being applied. I have checked and there are no restrictions turned on. I have restarted the phone, turned restrictions on and off again, but still no success. Please assist.
