Shortcuts Choose from Menu not working

My Current issue

I have a group of shortcut that I use for my iPhone 15 Pro’s Action Button, but whenever I press it the Dynamic Island shows the folder icon and a loading circle that shows no progress.

What I’ve tried to Fix it

So first of all I made sure that I was on the latest update iOS 17.4.1, then I attempted to restart my iPhone in which the Action Button would load the Shortcut file, however with time the problem would arise once more to were I would just restart my iPhone every time this happened. After so many times of restarting my iPhone for this I decided to look up some solutions, where like most other people I had already done the things they had tried, I found someone who said that putting something like “Set Zoom Off” fixed it for them, by putting it above the Menu, this didn’t work for me at all. I have no idea what to do now so I’m reaching out for any advice.
