Notes Not Syncing from iCloud on PC to iPhone

I see a lot of topics on this over the years but I've never had issues to be honestly. All of a sudden the notes I write on iCloud.com do not sync to my iPhone 14 pro max notes. It has been the most frustrated thing since I use notes on a daily basis. I contacted Apple Support but they have no solutions. Anyone know of a permanent solution to this issue?

In just the last couple of weeks I've had a problem. Whether in Bing or more recently Chrome, I'm on my PC revising my Notes, and when I try to close it I get the alert that if I close it my Notes might not be saved. So I wait and wait, but still it won't save the notes. If I refresh, I lose many changes.

But if I update things on my iphone, it syncs normally. Why?
