If you have an iPhone 7 Plus, iOS 17 isn't "your" iOS. As already explained, for the iPhone 7 Plus, iOS 15 is the end of the line. No updates to iOS 16, 17, or 18 for the iPhone 7 Plus.

If you are trying to update to some version of iOS 17, you will need a phone on this list:

If you are trying to update to iOS 18, you will need to wait until Apple releases it. Then you will need a phone that's on the compatibility list towards the end of this page:

If you're trying to update to 15.8.2, use a computer or the Software Update function in Settings.
