How can I recover my iCloud Account?

I lost my phone in 2019 or 2020. I do not have the icloud password. Or the laptop I had at that time, it was broken. I only remember the phone number because my old contact is in my mom's phone. BUT icloud says that it is not supported.

the number is 360-635-****. I'm pretty sure I had an icloud. I could realllly use the photos/videos on that phone.
