iCloud recovery without having access to the linked phone number

How can I recover an iCloud account that was forcefully taken from me and subsequently, the original phone number used in linking the account got replaced with another which I don’t know its full digit? This is a case of robbery/kidnapping, which made me lose my iCloud account till date.

I seriously need help in recovering my lost account.
