Icloud photos not syncing with enough storage.

I'm having an issue with my Iphone 11. My photos aren't syncing to the cloud and my storage stays the same. I just purchased 50gb's of extra storage but I don't notice a change in the amount of space I have. I need a little over 7gb for this IOS update and I haven't been able to upgrade to the newest version because of this issue. Is there any way someone could help me with this? Thanks so much!

Do you wish to sync photos to iCloud? if so, in

iPhone Settings, [your name], iCloud, Photos, Sync this iphone should be On and
Optimise iPhone storage must be checked on too

Once all your photos are safely in iCloud, say in a day or two you can turn off “iPhone Settings, [your name], iCloud, Photos, Sync this iphone” so that all photos are wiped from the iphone,

Then turn it back on. The optimised storage will ensure only thumbnail sized photos are on the phone.
