2019 MacBook Pro touch bar - can't stop functions keys from displaying

I bought a used 2019 MacBook Pro and I'm running Wine (Windows emulator) on it. When I open anything with Wine, the touch bar displays the functions keys (F1, F2, F3, etc) instead of the system keys. I checked System Settings -> Keyboard -> Keyboard Shortcuts and there is no entry there for it. I can add apps from Keyboard Shortcuts and remove them just fine and those apps will get the functions key strip if they're in the list. Wine, however, is ALWAYS there.

After some digging, I found that the apps that use the alternate strip are stored in the ~/Library/Preferences/com.apple.touchbar.agent.plist. To my surprise, Wine keeps showing up in that file no matter how many times I manually delete it. So, at that point, I just removed the file. The file appeared again with an entry for Wine. So I locked the file after editing it and the entry was not able to be added. But, the F keys still show up when using Wine.

Please help! Whatever is doing this needs to be blocked and I don't know how.

Nothing? I've already asked the Wine community about preventing Wine form hijacking the touch bar and I got no answer. I'm hoping, from a Mac standpoint, I can at least block Wine from doing this and not have to worry about whether an app wants to change it.
