Can’t be sure we are experiencing the same issue. Twice over the last month or two (which could very well mean post i(Pad)OS 17.4), launching some apps resulted in an almost completely white screen showing up and than ‘moving’ back down. This procedure might take what seems only a fraction of a second, though occasionally it might last two seconds. Two or three apps were affected but then I didn’t launch a dozen of apps to test this. Restarting my iPhone or iPad changed nothing.
The first time this happened, the affected apps had an online component (like looking up time tables, fetching new weather data) but then a lot of apps do so. I somehow changed something with regard to network connectivity (like switch from cellular to WiFi) and that apparently fixed it. The second time it happened I was on a weak phone hotspot and I saw a brief message about the app (Numbers) needing to connect to the App Store. The issue disappeared after connecting to a good WiFi connection.
My working theory is that a weak internet connection triggers this issue. Maybe a ‘bad’ public WiFi, ie, one where one is able to connect to the WiFi network but one doesn’t get through to the internet throws things into a loop. As in both cases I was connected to a public WiFi, the second time it was definitely a ‘dead end’ WiFi before I switched to tethering via a weak cellular signal. In both situations I was in crowded train or platform.
