Access to the old email has never been required (the reason many, if not most. people change the email used for their Apple ID is that they have lost access to the old email). See the following for ways to contact Apple: Contact - Official Apple Support

Apple Support is no longer available I'm afraid, being on Catalina and a 2012 macbook pro ;-)

But I succeeded in changing the apple-id email though.

After a couple of attempts I tried MS Edge and then it suddenly worked like advertised.

I think it might have something to do with Safari and Catalina.
