IOS 17.3.1 update - Phone now unusable

I started the update last night and went to sleep. This morning when I woke up it looked fine, I logged on as normal (i don’t recall having to put in my passcode though, which is strange if the update has completed). I went to use an app that immediately closed itself out, so then i went to the Apple Store to see if the app needed an update, but the store wouldn’t open. The screen went black with the spinning circle. Until it just restarted the entire phone. Since then the phone keeps restarting itself (which takes a long time). Every time it looks like it might be back up to normal, i swipe up to enter my passcode and it doesn't work, it just restarts again. The most recent time my screen came back up, the swipe up wont even work anymore.
