So I still can't use it even though I downloaded Rosetta 2?

Well, no. Rosetta is a software translator made for macOS that lets Intel-based apps work on macOS architecture, whereas Windows 10 itself simply will not run on an ARM64 processor (which is what Apple silicon is). Microsoft technically does have a version of Windows for ARM (through the Windows Insider program) that could theoretically run on Apple silicon, but it's not officially released and Boot Camp currently doesn't have any capacity to install it.
