Journal app is empty after switching to new iPhone and restoring everything from iCloud backup

I had some entries in the Journal app. The iCloud sync was enabled for that app (in settings). I bought new phone and restored everything from iCloud backup but Journal is empty now. I tried disabling and enabling iCloud sync in settings without any effect. I don’t have access to my old phone.
