Timer notification won't go off when looking at the screen

This seems weird, but it's probably a feature 🙃 When I am using my timer and the screen is open and I am looking at it, the thing won't make a noise when it is finished. If I close the screen it will make the noise every time. Why would my looking at the screen impact whether or not it notifies at the end of the timer?
