Why in this day and age is cellular not available on a laptop?

It’s not about a phone call. It’s about being connected to the Internet without having to use your phone as a tether. I know the iPad has it, but the iPad is still a mobile device. I would love to be able to take my laptop like I take my iPad.

That question is a variation on the one you asked. As you point out, there is no capacity for a SIM to be inserted into a Mac like a SD card or some other external device.
I am unaware of and have never investigated any USB dongles that can be added to enable a SIM use with a Mac, or software in Mac OS to enable this - you might want to do some research to find otherwise. It might be possible.
The links I included earlier show how Apple has provided the means to have only one device connected to the Internet or a phone network to enable all your other devices to be connected.
There is also the consideration that even if there were the capability to add a SIM for connection you would also have an additional and ongoing expense for this SIM card data plan in addition to whatever phone plan you have already.
