If I delete a photo from iCloud I want ICloud to delete it too. Apple gets enough my money. I don’t need them to save an old photo and charge me more $. If they are going to do that we’ll let me go to the cloud and delete photos one by one.

Your post is a bit unclear. How are you deleting photos? Are you deleting them on iCloud.com? If so, they will be moved to "Recently Deleted," where they may remain for up to 40 days. This is a safety feature. If you are certain you don't want any of the recently deleted photos, tap on "Recently Deleted" then, tap on "Delete all in the upper right corner. Poof!
If you're having some other sort of problem deleting photos, please explain.
