Control Volume setting on apple 4k tv stops working every time I turn tv off and on again

I have a Samsung 75" 4k TV a Denon receiver, and an Apple 4k TV. I had setup the Apple TV to control the volume on the Denon receiver when I installed everything, and it all worked correctly for a couple of years.

Now, every time I turn off the Samsung TV, I have to go back into the Remote and Devices setting and toggle the Controls Tvs and Receivers setting back and forth in oder to get it to work again. The setting says it's on when I do this, and I can change the Volume Control setting from Receiver to Auto or vice versa and it acts the same not matter which one is chosen.

If I change that setting, it works again, so I can do anything that selects either the Controls Volume on off, or Volume Control setting to Auto or Receiver and it will start working and continue to work until I turn off the Samsung TV. Then I have to repeat this process every time I tune the Samsung back on... any ideas?

Seems like some software update has affected this....

I couldn’t replicate your issue. It seems to stick on my side. Not sure how or why there can be a difference.

Controls TVs and Receivers is about CEC, which may include volume control over HDMI if supported by the receiver, but not all AV receivers do support this part of CEC.
Volume Control setting Auto automatically applies what Apple TV thinks is best compatible from the other options. The applied setting is listed in the previous menu screen behind Volume Control in gray.
Volume Control setting HDMI (Receiver) is available when that is detected as supported (CEC).
Volume Control setting Receiver via IR sets to use an IR signal from the Siri Remote directly to the receiver. The Apple TV box wouldn’t be involved. CEC wouldn’t be involved.

Verify that the Apple TV box is set to output audio over HDMI (“TV Speakers”), and not stream to the receiver directly as temporary audio output (via AirPlay or Bluetooth). Then verify that the TV is set to passthrough audio to the receiver.
