In order to turn off the stolen device protection

Go to settings>Face ID & Passcode or Touch ID & Passcode>Enter your passcode>Scroll down until you see Stolen Device protection,Press Turn off Protection.

I'm having exactly the same problem, but with Touch ID. My Touch ID isn't recognizing my fingerprint. When I try to change it, it requires Touch ID (Catch 22). After several failures, it asks for the password (I'm in my home, which is a familiar location). After entering the password, when I try to delete the fingerprint to add a new one, it says I need to scan my non-working fingerprint again (Catch 22). This repeats over and over. Just entering the passcode won't allow disabling Stolen Device Protection. Is there no way to reset the iPhone to turn off Stolen Device Protection?
