Files on iPad not syncing to iCloud

Would you know why my files in my iPad are not syncing to my iCloud account? It only says "waiting to sync" I did not install or update anything on my device. I just noticed it is not syncing because my Files app freezes whenever I try to share the file that is not synced yet to my iCloud. My Notes app is also not updating when I open it even though I made changes already in my Notes app using my iPhone.
