Apple has a trade-in program, but I don't see any option there for trading in Windows PCs.
Re: What happens after you get the Mac: Migration Assistant on a new Mac has an option to transfer from an PC. For a Mac-to-Mac migration, you could migrate from a backup, but PC-to-Mac migration seems to require you to have the PC on hand.
