I got the same problem which I relayed on apple French forums ( I am French ) without any success for the moment.
It seems someone try to hack me.
It is clear anyone knowing your email AND phone number can ask for a password reset and at least annoy you.
My account is submit to reset about 20 times a day..... it's very annoying indeed.
My mail is my work mail for more than 20 years and my phone number also. I think half of the earth people know it!!!! ( joking but you know what I mean, it's public and has to be).
I received some mails about this Reset password from apple warning me that a reset password coming from number..... in Charlotte USA has been asked.
Obviously not me.
I've suggested to change the procedure that way: To be able to ask for a password reset SHOULD be related to your last position or a known apple item of the owner of the account OR/AND related with a security phrase....
People asking from a very different place ( abroad ) AND not remembering a security phrase should be rare enough don't you think?
if not able to do so or from a "strange" position the asker should be able to ask for apple assistance for them to check if the asking is legitimate.
I think these kind of occurence should be rare enough for apple to handle it with ease.
It would be FAR better to be able to ask for such a disposition than having to suffer for incessant prompt for password reset don't you think?)
