When I receive a notification on my Apple Watch, I click it to view and the notification is blurry. I tried to restart the watch, but that screen is blurry as well and will not respond to my command.

The same thing happened to me. I tried to turn it off and back on but that screen was also blurry so, I asked Siri to restart my watch and it went away. Very odd.
Ask Siri to restart you watch… it worked for me. It was fine after that.
Same thing happened with my watch. Press and hold side button and Digital Crown to restart the watch if Siri can't do it for you. It will fix the issue.
Any further suggestions on how to fix this? I am having the same issue but can't restart my watch because;
1) Siri doesn't seem to do it
2) Going via Settings > General > Shut Down provides a blurry pop up and screen is unresponsive
3) Holding crown and side button initiates the siren function (AW Ultra 2) instead of a restart.
Looking for any alternative ways to restart the watch without wiping it, please!
This just happened to me as well. I shut down my watch through Settings - General - Shut Down. When I turned it back on my notifications were clear again. Hope this helps!
I just noticed this today as well. When I touch notification it’s blurry and screen won’t respond. I have to press dial to go back to Home Screen
