how to change passcode in ios 17.2.1

If your iPhone is not remotely controlled by a company/school, you may have restrictions enabled in your Screentime.

Check: Settings>ScreenTime>Content&Privacy Restrictions>Allow Changes>Code Changes... should be set to "Allow".
