I can't take screenshots and screenshot app is not opening

i am using a MacBook Air with M2 chip with Sonoma. I can't take screenshots since I upgraded to Sonoma and I don't get the shutter sound, the error sign says "there is no permission to take screenshots". and when I try to open screenshot app that came with the computer itself from launchpad, it is not opening. I clicked for hundreds of times but it's not opening. What should I do to fix this? I checked shortcuts and they are all checked, and the app has the permission to take recording, I checked it from the settings menu. Please help, thank you 🙏🏼
