I can't sign out of my Apple ID

I have had this Issue Twice in the last year and Called Apple Representative who was Perplexed about this Issue! He walked me through every possible issue and Still couldn’t figure out why I couldn’t sign out? Even Turned Off all restrictions and did a soft reset after and still Not able to sign out? He Basically had to set up my Phone as New and I Lost all of my Contacts?!!! I. Believe this needs to be resolved ASAP Through APPLE ! I currently have the same problem? But in Order Not to Loose My Contacts I Emailed Myself My Contact Information. Please do this First and then Try Turning off restrictions? If that doesn’t Work Contact APPLE Immediately to walk you through the process and Maybe write down all your Contact Numbers First because your phone will loose them! I have Contacts Ready to backup up In iCloud, But when I looked at what they backed up my Contacts were not Even Listed?

No Profiles under Settings and turning off all Restrictions and Still Cannot Sign Out? You need to Contact an Apple Support Representative and see if They Can Assist with this ( Because they Surely were perplexed about why I could not Sign Out. They Basically Set My Phone Up As New) And I Lost All My Contacts Also? So I Now Write them Down or Ask Friends & Family for Numbers. In Addition I had to look up all of my Doctors and Pharmacist on the the Web.

Do you have any profiles under Settings > General > VPN & Device Management?

i have logged in with a new apple ID but in app store when i am trying to update apps it is asking for the password of the previously logged in apple id(which I am not owning)

Still the same thing. I have turn off and on several times

it’s not working

This is the one!! I tried a lot of other ways that are listed and this is the only one that worked.
