App Store won't use Face ID despite it being enabled

I've got an iPhone 13 and I cannot get Face ID as an option when downloading free apps. It keeps asking for my Apple ID password to authorise the transaction.

I've checked in settings that "Require Password" is set to off under FREE DOWNLOADS in the Media & Purchases section, and that Face ID is enabled for iTunes & App Store in that area of Settings.

I've tried reinstalling iOS by entering Restore mode on my iPhone and connecting it to a Mac.

I've tried factory resetting it multiple times to try different set ups (Restore from Backup, completely fresh installation, set up with owned device).


Any help would be appreciated.
