Clips App on Iphone 15

My son was able to open and use the Clips app on his new Iphone 15 for a couple minutes, and then for some reason it wouldn't let him back in. When I reset the settings on his phone to start over, I gave permission but it will only show permission to pictures, not camera or microphone. I've looked in all the settings, and anywhere where I could, I turned on permission. No matter what I do, when I click continue on that first screen, the pictures will show green but the camera and microphone are red and nothing else can be done. Is there a setting I'm missing?
