Problem with Touch ID in App Store

I have a new iPad Air and have ITunes and App Store enable with Touch ID in the settings, but every time I want to download an app it asks me for my code instead of my Touch ID. I’ve read that others are having this problem but I haven’t been able to solve it.

Why doesn’t my Touch ID work to download apps anymore? I used to be able to download apps with my Touch ID and now I can’t. Why is that?

Why is Touch ID not working when connecting to iTunes? In past couple of days when trying to connect iphone to computer (to update) via iTunes as in the past I am being asked to "Trust Computer" which I do, then to "Touch On" which I attempt to. It doesn't work. I have enabled "itunes and app store" in Touch Id & passcode on iphone. I have turned both devices off/on, bot devices are up to date, I have updated fingerprint etc etc. Nothing seems to make it work. [Re-Titled by Moderator]

Try and restart your ipad to see if the issues persist

Not only is the issue persisting, now it is worst since it is not asking for Touch ID or password now. Yes I have requesting for passcode enabled, even for free apps.
