Randomly Calling Contacts iOS 17.2.1

My iPhone 11 with iOS 17.2.1 started randomly calling numbers in my contacts. There has not been a consistent variable to help in diagnosing issue. It started with the 17.2 update.

Voice Control is OFF.

Changed back to just “Hey Siri.”

Restarted several times

Latest update installed

Not “butt” dialing

Today, I was in a quiet office, not talking, and it randomly called someone while I was checking my email. No links, email from/to, or mentions for person it called.

Any ideas as it is a bit embarrassing and annoying calling people at random.
