How can I remove an expired credit card on my apple ID?

my credit card that I have added to my iPhone as a payment method, has been expired for 2 months, that has caused inability to download any app (free or payed). I would like to remove the expired credit card without adding any new payment method, so I can download any free app in the App Store. Removing the card has been very difficult for me as I tried several ways and none worked.
