GPS Location drifts after awhile. Apple store reverted back to like factory and still does not work

The GPS location starts reporting location incorrectly after driving awhile. It does not report correctly on Waze, Google Maps, or even Find my iphone. I did the location setting steps found in an earlier post and it still did not work. I took to the apple store and they wiped it and it's back to brand new settings, and the GPS location is stil not working. This is an iphone 13 with IOS 17.2.1 installed. Now what?

Go to Settings > General > Date & Time. Turn on any of the following: Set Automatically: iPhone gets the correct time over the network and updates it for the time zone you're in. Some networks don't support network time, so in some countries or regions, iPhone may not be able to automatically determine the local time.

Change the date and time on iPhone - Apple Support (IN)
