Why can't I send GIFs to Android phones since 17.2 update (ish)?

Last couple weeks (I think) I haven't been able to send GIFs to non-imessages (ie: Android phones), why? Googling the issue, a lot of things say to do many different things, one of which is uninstall and reinstall #images. But since 17.2, that also doesn't seem to be an option anymore.

Help please, every minute that passes is a minute someone isn't bringing someone else laughs...
