How do i update to ios 16 but not the 17 ?
my ipad is ios 15 and i need to update it to 16 but not the 17 because of the apps i do work with.
You cannot. You can only update to the current version. Settings > General > Software Update.

Unless you have iPad Pro 12.9” 1st gen, iPad Pro 9.7” 1st gen, or iPad 5th gen, you’ll get iPadOS 17.
If you do have one of those three models, the last supported version is iPadOS 16. Which is what you’ll get.
If not one of those three, there is no way to get iPadOS 16. You’ll get iPadOS 17.
Check with the folks supporting the apps not yet qualified with iPadOS 17, too.
