Shortcuts - "Make app from URL" is not working.

I've recently upgraded to IOS version 17.2 and "Make app from URL" in Shortcuts is no longer working. After entering Name and URL, it just hangs. This is true for iPadOS version 17.2 as well. Is there a work around? Does Apple know about the issue? Is there a way to report bugs to Apple?

It was happening to me too. It is hanging on the select photos step.

So to fix this move the select photos step to the top and run it. After that it should work.
