I bought a iPhone from the pawn shop and the previous owner forgot to logout and they contacted them but the person died how can I get the i cloud off

If you can’t sign out for the account on iPhone, and can’t erase all content and settings, then return it, as it isn’t useful to anyone, for it is still locked to the previous user and will stay that way until (the heirs of) the previous owner unpair, sign out, deactivate Find My, and erase it.
It is meant to behave that way as a security feature.
