Share sheet non-responsive/non-functional

Hi, I have an iPhone 14 Pro Max running iOS 17.1.2 that consistently has a totally non-functional share sheet. I‘ve experimented with turning off the various “Suggestions from Apple“ (especially Show When Sharing) with no effect.

Usually the share sheet comes up looking normal, but literally every clickable link, whether an app icon or a text menu-like item, is non-responsive when clicked. It responds to the click visibly, but nothing happens. Restarting the phone sometimes fixes it for a bit, but more recently restarts have no effect.

This is totally maddening - not being able to share renders seriously impacts the usefulness of the phone.

I've googled a bit and not found anything particularly relevant. This was my phone which my wife took over, and it started at some point after we wiped the phone and restored from a backup.

Any thoughts or suggestions greatly appreciated!
